Blocked IP-numbers

The following IP-numbers have been blocked from ALL access to my site:

Netblock 62.252.0.0/14

62.252.128.10 - Reason: Download accelerator abuse.

Netblock 80.48.0.0/13

80.50.48.147 - block lifted
80.50.48.184 - block lifted
80.50.71.101 - block lifted

Netblock 80.98.0.0/15

80.98.67.17 - Reason: Download accelerator abuse

If I suspect that a user is using dynamic IP-numbers the entire netblock of that user will be blocked.
